Is hacking mostly a process of trial and error?

Unless you stumble upon something that might spark your interest, the process itself seem a repetitive task of browsing through vulns and crossing your fingers something will work this “time”. Except most of the time it won’t be so quick because chances are, most of popular top 10 exploits won’t cut it inside a well thought system. It takes time which might mean entire weeks until something makes sense. So, my question is, is the art of hacking basically just a perseverance test while you hold onto hope that something will work eventually? If so, how do you know that you will succeed and you’re not just losing time?
