What prevents DNS request tampering on compromised public wifis?

Lets say that someone sets up their own wifi network in a public space and copies the name of the establishment there, so that people connect to it. I know that they can’t alter the communications between the users on that wifi and HTTPS websites, but since DNS requests are not usually encrypted ( right?), could they tamper with this DNS communication (even on https sites) to send back the ip of their phishing page to make the user land on the attacker’s page instead of the intended one?
