Trying to practice metasploit in a controlled environment using virtualbox but all ports in "ignored states"

I have installed Kali Linux and an evaluation version of Windows 11 in oracle virtualbox and created a NAT network. I’m able to ping the target machine from the attacker machine but when I try to run nmap -sV it says all 1000 ports are in ignored states. On the target machine, the network type is set to private, file and printer sharing is on, and the services server, workstation, and TCP/IP NetBIOS Helper are running. Shouldn’t some ports be open, then?

I also tried changing the target machine’s network in virtualbox to “bridged network”, was able to ping it once again, but a nmap -sV resulted in “host seems down”.

What am I doing wrong?
