Possible security flaw on Windows?

Okay hear me out… I acknowledge that I just might be at the peak of the Dunning-Kruger effect BUT I can’t stop thinking about this

A couple of days ago I started my win10 laptop while I was doing other stuff so it stood for a while on the login page. When I actually logged in, I found all the run-at-startup programs up and running, which I assume is because it started opening them while waiting for me to insert the password.

Wouldn’t this be a security flaw? An attacker could (if possible) read the memory and access data from open programs even without log-in credentials.

What do you think?

Edit: I just tried to replicate it but it didn’t work this time, but I swear it has worked before
