Are there any fully encrypted security camera setups that record to a local NVR?

I am trying to find an be end-to-end encrypted system. Most importantly, the storage/streams would be useless if the homeowner were to lose the encryption key. I would be able to use public wifi and store the video data on a public website since it would all be encrypted.

For instance, if the police, govt, the if, or anyone else showed up and walked away with the drives/data, they wouldn’t be able to access it unless the homeowner gave them the key.

While I’m asking, are there any similar DashCam solutions? If a driver got into an accident and fell asleep, the footage would be encrypted and as good as garbage without the encryption key.

When Aaron Hernandez, the NFL player from the Pats, got arrested, the authorities reviewed all his home security footage. I don’t understand why anyone but the homeowner would be able to access this data. Why wouldn’t it be stored in an unopenable file format?

Ideally there is some open source solution and would imagine a homeowner could generate the private keys.
