Camera Rec’s?

I’m new to the world of cameras and Reddit, but can someone recommend a suitable camera system for an apartment that would be placed outdoors? I don’t need a whole setup, just one camera that is efficient. After some research I’ve realized that POE & WiFi camera’s require some sort of wiring & cords and it all seems difficult. My wifi router is far from where I need my camera to be. Is the only alternative that’s renter-friendly battery/solar operated? I’ve read some comments on here saying that they suck.
For more context: I reside on the ground floor of a building situated on a busy street. I’m interested in maximizing the quality of my footage, preferably in 4K resolution. It’s important to me that the camera has PTZ capabilities. I do not have a budget as my safety is my biggest priority. I’ve previously owned Reolink PT Ultra, but had to return due to defective solar panels & the USB port was broken. Launching the Reolink app is a slow process, often resulting in delayed responses, and by the time it launches, the subject of interest may have already left the frame. It fails to capture the entirety of events, and once motion detection is triggered, the camera records for a mere 30 seconds. Unfortunately, should another motion event occur after the initial trigger, it does not continue recording until there are no objects within its frame. Its field of view is narrower than desired, missing out on crucial details of events. This limitation is particularly frustrating.
Additionally, if someone could kindly explain in simple terms what the whole concept of hacking means (female !!!), I often encounter suggestions about securing personal devices to prevent unauthorized access to my video feeds. But I ultimately have no clue what all that means & what I need to do.
