On February 7, 2023, IRINN TV (Iran) aired a report about Iran’s recent unveiling of Oghab-44 Base, an underground “tactical” airbase. According to the report, the base houses fighter jets armed with different types of cruise missiles and precision-guided bombs that can reach targets deep inside enemy territory. The reporter explained that the base and the planes it houses are protected from American bunker buster bombs. He also said that there are dozens of bases of this type and that they can store several month’s-worth of fuel and ammunition for the jets. General Mohammad Bagheri, the Chief-of-Staff of Iran’s Armed Forces, warned that if Iran is targeted from the soil of any country, that country “will be heavily attacked along with the Zionist regime.” General Hamid Vahedi, the commander of the Iran Army Air Force, also spoke about the Assef cruise missile and said that it was developed in order to avoid detection by enemy radar and that its warheads carry a heavy payload that can destroy heavy fortifications.

On December 22, 2022, a video was posted to the Chinese Haokan video platform in which an unnamed Chinese academic presented as an associate professor of transportation engineering and a special researcher at Huaqiao University said that China has been developing high-altitude blimp-based reconnaissance and surveillance systems for “a long time.” He said that the 30,000-meter flight ceiling of unmanned reconnaissance airships protects them from modern air defense systems, that they can serve as a highly effective “eye in the sky,” and that they can be particularly useful in detecting stealth aircraft, which are most easily detected from above. He also said that China deployed its first “near-space” airship, the Yuan Meng as early as 2015, and that China’s airship technology is no less sophisticated than that of the U.S. In addition, he said that China’s fleet of airships includes the AS-700 manned airship and the Golden Eagle unmanned airship. Moreover, he said that it is possible that Chinese intelligence blimps have served a role in helping China detect American incursions into the South China Sea, and that in 2019 U.S. satellites photographed unmanned Chinese airships in that region.

Runde, it is the first book in decades to look at America’s non-military power through the lens of great-power competition. It calls for supporting broad-based economic growth; supporting good governance and anti-corruption; long-term training; differentiating our approaches in middle-income countries and fragile states; and stronger US leadership in the multilateral system. The global community is in a new age of great power competition. This competition will not be fought in Beijing or Moscow, rather it will be contested in Ukraine, Africa, Southeast Asia, and Latin America. Daniel Runde makes the case for renewed American engagement in the developing world for our own prosperity and security, but also because foreign assistance and other forms of soft power are largely where this competition is going to be contested. The developing world has changed over the last several decades – it is richer, freer, and has a lot more agency. Russia and China can fill vacuums: digital vacuums, trade vacuums, vaccine vacuums and infrastructure vacuums. The United States and our allies must offer a positive agenda that meets the needs and aspirations of partner countries. If this is not done, these countries will turn to Russia and China.Leadership is a choice, and Daniel Runde argues that the United States, in partnership with its friends, allies, the private sector, civil society, and average voters, should seek to be on the side of peoples’ aspirations and hopes as often as possible. The book calls for a fundamental review and rethink of how and why the United States uses soft power and addresses several issues that have emerged over the last several decades. The book hopes to spark a national conversation about how and for what end we will use our non-military forms of our power overseas given the challenges and opportunities in front of us.The book closes with a call for major fixes to the current system of soft power: the way we are organized, the “plumbing” issues, how we dole out monies, and personnel issues. Thirty years ago, Israel’s Supreme Court, known as the High Court of Justice (HCJ), launched a judicial revolution in the Jewish State that vastly empowered itself at the expense of the executive and legislative branches — and representative, accountable government, more generally. The leftist-dominated HCJ granted itself the authority to intervene in, and dictate the outcome of, policy decisions, without regard to the rule of law pursuant to the Israeli constitution, statutes or such considerations as the standing of parties, the justiciability of matters on which it acts and the inappropriateness of arbitrarily selected and subjective “guiding principles” and “reasonableness” as the basis for its rulings. The Court also reduced the executive and legislative branch’s legal advisors into servants of the HCJ instead of accountable appointees of the government. In addition, the HCJ solidified its control over the process for selecting judges throughout Israel not only on its own level, but at all levels, with the effect of erasing any genuine representation by Israel’s elected bodies. The cumulative effect of all these revolutionary changes in the separation and balance of power in the Israeli government has been to introduce what can only be described as judicial tyranny, manifested by unchecked rule by judges and the voiding of the democratic essence of Israel by reducing its elected officials to members of advisory bodies. As the population of Israel has become increasingly conservative politically, the Supreme Court has drifted to the far left. The HCJ’s campaign to vastly enhance its power in the service of an increasingly radical leftist agenda has tarnished its reputation, diminished its credibility and alienated it from a majority of the Israeli people. That majority elected the new Netanyahu government which sought and received a mandate aimed at achieving judicial and legal reforms. To that end, the new governing coalition has set out to reset relations between the branches of government in Jerusalem and to restore the nation’s founding checks and balances. In the process, it is not only reviving and renewing Israeli democracy. It is aligning the Supreme Court and the Attorney General’s office once more with the best in modern judicial practice, notably in nations like the United States and Great Britain. Such reform is bitterly opposed by the left, which has taken to the streets in demonstrations and evoked inflammatory and even violent rhetoric against the Netanyahu government and its judicial overhaul. Worse yet, the United States has directly intervened and thrown its weight against such reforms. Team Biden appears to be doing so with a view to not only undermining the Israeli coalition right out of the gate. It also seems intent on packing the U.S. Supreme Court and in other ways mutating our own accountable and representative constitutional system.
