The Stephenson Ocean Security Project highlights the ways that global security challenges arise from marine resource competition and works towards solutions that support sustainable development, coalition building, and the need for American leadership. This year’s forum will focus on the theme of ‘Natural Security’ and the role that support for resilience, sustainability, and capacity building plays in fostering and building key US partnerships.   The foundational relationship between ecosystem health and human security has been a key discussion plank at both the recent CBD and UNFCCC COPs. The importance of centering this approach in foreign policy has manifested itself clearly in the Pacific over the past year from the announcement of the Indo-Pacific Partnership for Maritime Domain Awareness, to the President’s National Security Memorandum on Combatting IUU Fishing, and the more recent announcement of the Pacific Partnership Strategy. A first panel of senior government officials will examine this concept in more detail and describe some of the ways it has matured in the past decade to encompass more tangible processes and outcomes. In addition, we will discuss the recent developments in the Pacific as well as other regions where these concepts may be most readily and successfully applied. A second panel of senior USG officials will consider these concepts and their application in the maritime space through the lens of Illegal, Unreported, and Unregulated Fishing and the mandates of the Maritime Security and Fisheries Enforcement Act. Synopsys estimates 97% of software contains open source code that can be viewed, used, modified, and redistributed under an open license. Governments across the globe understand the potential of open source software and since the early 2000s have implemented policies to utilize open source software as a tool for modernization, sovereignty, and economic development. A recent study by the European Commission found that open source software contributed upwards of €95 billion to annual GDP in the European economy and its widespread adoption globally makes open source software a key driver of innovation. A series of recent legislative and executive actions, such as the proposed Securing Open Source Software Act and the Executive Order on Improving the Nation’s Cybersecurity, have put the focus in the U.S. on open source software. A CSIS project explored government action on open source software from around the world, compiling a database of national policies, strategies, directives, bills, programs and more dating back to 1999. This event will discuss the project’s findings and the future of open source software policies.
