System Recommendations for Commercial Access Control (and potentially security and surveillance?)

I help to manage a performing arts center in a newly acquired building with many rooms we intend to rent out to tenants. Current security is a hodgepodge and I’d like to make better sense of it – I’d really appreciation some advice. I’ve cross-posted to r/securitycamera and r/securitysystems
The property has a pretty standard security system with door sensors and alarm, a keycard system that must have worked at some point, and a hanwha DVR (SDR-85530) with wisenet cams via some sort of combo SDI and power cable.
I’d ideally like to find some security ecosystem that we could use to control access to the building through exterior commercial doors, access cameras, and control access to 14 individual rooms inside the building. The best solution would allow us to connect remotely via app, get notifications if door sensors or camera motion sensors are tripped, remotely control all door locks, and grant/revoke access for tenants as they come and go. It would be great if all of this could be done within one ecosystem, but I don’t know if that’s possible without replacing the whole shebang.
As an arts non-profit, we’re naturally looking for a low-cost solution, but if that doesn’t exist perhaps we could start with the door access control portion and transition the existing security and surveillance systems in as budget allows. Thanks!
