I mean with Conti and all that cleared up now, its kind of obvious that the Russian Government doesn’t care about blackhead hackers in Russia, along as they don’t attack Russia. Just look at evgeniy bogachev. I get that the US and Nato in general probably will try to hack Russia (and vice versa), but be really careful because its unlawful according to international law. However, would it be unlawful to just legalize hacking Russian infrastructure for citizens? You’d need to figure out some details that are extremely unethical, like hospitals(what Conti did hack) and stuff, but let’s say someone manages to hack the FSB or a Russian Bank and just dumps it onto 4chan, Reddit or a Minecraft forum XD. After current law, I’m pretty sure the crime-fighting organizations like the FBI or Europol would try to find you and arrest you if you live in a country with an extradition treaty. You could argue that this is the right thing to do because “crime is a crime”, on the other hand Russia has a big advantage by not trying to find those hackers and you could argue that “the West” should just legalize or at least tolerate hacking attacks against Russian infrastructure. It’s kind of an eye for an eye thing but so what?

Maybe I am also just stupid and Western nations do tolerate that, but I am pretty sure they don’t make exceptions for who the hacker aims for.
