Mr. Seiler also served as the U.S. Special Envoy for Six Party Talks (2014-2015), where he coordinated U.S. diplomacy and policy on the DPRK, and led negotiations with North Korea. Prior to that, Mr. Seiler served as the director for Korea on the National Security Council (2011-2014). The impact of Russia’s war in Ukraine has been felt in the Arctic. The region’s primary diplomatic venue is paused, and military tensions are increasing. When Sweden and Finland join the North Atlantic Treaty Organization (NATO), every Arctic country save Russia will be a member of the alliance. While the war has not diminished Russia’s core interests in the region, there are early indications that the conflict and the U.S.-led sanctions and export control regime may be impacting Moscow’s current and future Arctic capabilities, especially with respect to the formidable Northern Fleet. At the same time, Russia’s use of hybrid tactics in the region seems to be increasing in frequency and severity. The CSIS Europe, Russia, and Eurasia Program (EREP) is releasing a report entitled The Russian Arctic Threat: Consequences of the Ukraine War that outlines the key security developments in the Arctic since the full-scale Russian invasion of February 2022, as well as their implications for the United States and NATO. He retired from the U.S. Army in 2007 after spending 10 years on active duty and 11 years in the National Guard and Army Reserve.After leaving active duty, Dr. Esper served as Chief of Staff at The Heritage Foundation think tank, followed by service as legislative director and senior policy advisor to former Senator Chuck Hagel. He was a senior professional staff member on the Senate Foreign Relations and Senate Government Affairs committees, policy director for the House Armed Services Committee, and national security advisor for former Senate Majority Leader Bill Frist. During the President George W. The world is experiencing a number of tectonic shifts due to the Covid-19 pandemic, the war in Ukraine, and related developments that present a perilous landscape for the U.S.-ROK (Republic of Korea) alliance as well as new opportunities for Washington and Seoul to navigate in the coming months.
